After passing the House on a 34-24 vote, and the Senate on a 17-9 concurrence vote, SB 554 has been signed into law by Governor Brown. While the bill faced bipartisan opposition in both chambers, it will now take effect 91 days after the 2021 session adjourns.
SB 554 enacts new firearm storage laws along with bans on carrying guns in more public buildings. While the initial bill was far reaching, the building ban was reduced to the State Capitol, the Portland International Airport, and school districts on an opt-in basis. The storage component requires that firearms be secured via a trigger or cable lock or kept in a locked container or gun room. The State House also added a gun storage provision, but rather than “strict liability” there is a presumption of “per se negligence,” which does not apply if a gun was stolen from a person’s home.
